Citizen Lab , a digital rights enquiry radical base at the University of Toronto , detailedan espionage campaign against member of the World Uyghur Congress ( WUC ) , an arrangement that represents the Muslim - minority group , which has for years face repression , discrimination , surveillance , andhackingfrom China ’s politics .

The researchers tell the effort was n’t particularly sophisticated and did n’t involvezero - day exploitsormercenary spyware , but noted that “ the delivery of the malware show a high stratum of social engineering science , revealing the assailant ’ deep understanding of the target biotic community . ”
