Meta , the parent of Facebook , Instagram , and WhatsApp , is the second - self-aggrandizing driver of internet exercise globally . Its properties — and their billion of users — accountfor 10 % of all fixed and 22 % of all nomadic traffic . Meta ’s investment into artificial intelligence standstill to boost that utilization even further . So to check that it will have authentic infrastructure to support that patronage , Meta is taking the pipes into its own hands .
TechCrunch has confirmed with source unaired to the fellowship that Meta plans to build up a raw , major , fibre - eye subsea cable television extending around the world — a 40,000 + kilometer project that could total more than $ 10 billion of investment funds . Critically , Meta will be the sole owner and user of this subsea cable television — a first for the company and thus lay out a milepost for its infrastructure efforts .
Sunil Tagare , a subsea cablegram expert ( andpioneerin the space , as founding father of Flag Telecom ) , who was the first to describe Meta ’s plan back inOctober , told TechCrunch that the plan is to start with a budget of $ 2 billion but as the project builds out , that figure is likely to go up to more than $ 10 billion as the project extends into year of employment .
rootage stuffy to Meta confirmed the labor but aver it is still in its early stages . programme have been repose out , but physical plus have not , and they declined to discuss budget . The outlook is that Meta will talk more in public about it in early 2025 , when it will confirm plans for the cable television , including intended route , capacity , and some of the reasoning behind build it .
It would be years before it is in full usable , were the strategy to be followed through , given that the circumscribed turn of caller , like SubCom , that are capable of build out the base already have large customers , like Google , reserving its services .
“ There ’s a substantial tight supply on cablegram ships , ” said Ranulf Scarbrough , a submarine cable industry analyst . “ They ’re expensive at the minute and book out several year ahead . Finding the useable resources to do it soon is a challenge . ” One likely scenario could demand build up in segments , he added .
The cable , when completed , would give Meta a consecrate pipe for data traffic around the world . The planned path of the cable , say sources , currently sees it cross from the East Coast of the U.S. to India via South Africa , and then to the West Coast of the U.S. from India via Australia — making a “ W ” shape around the globe , as image here by Tagare :

Meta ’s base work is overseen by Santosh Janardhan , who is the company ’s head of global base and cobalt - head of engineering . The company has teams globally who look at and plan out its infrastructure — and it has had somesignificant industry figureswork for it in the past . In the case of this coming project , it is being conceived out of the party ’s South Africa military operation , harmonise to sources .
Fiber - eye subsea cables have been a part of communication infrastructure for the last 40 eld . What ’s significant here is who is put the money down to build and own it — and for what purposes .
Meta ’s plans underscore how investment and ownership of subsea mesh have shifted in recent long time from consortiums involving telecoms carriers to now also include Big Tech giants .
Meta is not new to the subsea game . According to telecom analystsTelegeography , Meta is part owner of 16 existing networks , including most lately the 2Africa cable that circle the continent ( others in that projection are carrier , including Orange , Vodafone , China Mobile , Bayobab / MTN , and more ) .
However , this new line project would be the first wholly owned by Meta itself .
That would put Meta into the same category as Google , which has involvement in some 33 different road , including a few regional efforts in which it is the sole owner , per Telegeography ’s tracking . Other vainglorious Tech companies that are either part owners or capacity purchaser in subsea cables include Amazon and Microsoft ( neither of which are whole owner of any path themselves ) .
Why Meta wants its own cable
There are a number of reasons why building subsea cables would invoke to Big technical school company like Meta .
Meta , like Google , also plays up the lift it has provided to region by way of its subsea investments , claimingthat projects like Marea in Europe and others in Southeast Asia have kick in more than “ half a trillion dollars ” to thriftiness in those areas .
Yet there is a more pragmatical impetus for these investment : Tech companies — rather than telecom carriers , traditional builders , and owners of these cables — want to have more direct possession of the pipes need to deliver contentedness , advertising , and more to users around the world .
consort to itsearnings reports , Meta make more money outdoors of North America than in its home marketplace itself . Having priority on dedicated subsea cabling can facilitate ensure character of service on that dealings . ( observe : This is just to check long - haul traffic ; the company still has to negotiate with carriers within countries and in “ last - mi ” legal transfer to users ’ devices , which canhave its challenges . )
“ They make their money from their merchandise being presented to terminate exploiter , and they will do everything they can to ensure client experience , whether that ’s deliverance of video or other assets , ” say Scarbrough , the analyst . “ Frankly , who ’s going to rely on traditional telcos anymore ? Tech companies are now independent . They ’ve realise they ’ve got to build it themselves . ”
The 2d is geopolitical .
Several times in late years , subsea cables have been take down as collateral or unmediated harm from warfare . Houthi fighters , bet on by Iran , are going after boats and in the process are damaging cable in the Red Sea ( such asthis oneconnecting Europe to India ) . This month , Russia was suspected of cutting a submarine cablein the Baltic Sea . Just this calendar week , another cable went down in European water , with aChinese shipcurrently beat the blame .
The itinerary as envisioned by Meta is intended to assist the ship’s company “ avoid area of geopolitical latent hostility , ” a root tight to the company told TechCrunch .
Tagare points out in his web log post that the path would annul the Red Sea , the South China Sea , Egypt , Marseilles , the Strait of Malacca , and Singapore — “ all of whom are now major single points of failure . ”
The FCC’sannouncementthis month that it plans to reexamine submarine cable licensing for the first clock time in decades , partly due to national protection and possession of the cables , could potentially also figure as another fillip here : Meta would be the lone proprietor of a route through safe corridors .
There is a possible third reason for Meta ’s subsea vision , although it ’s more high-risk .
According to a hypothesis of Tagare ’s , it is directly related to the cablegram terminating in India . He believes that Meta has an chance to progress out data center capacity in the country specifically for training and working with AI theoretical account , and the subsea cable could play a purpose in that endeavour .
He points out that India ’s cost for compute bandwidth is a fraction of the price in the U.S. , and many in India have been bombilate after arecent visit by Jensen Huang : In a meeting with Reliance chairman Mukesh Ambani , the Nvidia CEO talked about India building its own AI base . Reliance , among other vender , will be using Nvidia ’s Blackwell chips in future AI data point substance .
“ India could become the training capital of the human beings , ” Tagare said in an interview . He think that Meta might well want to establish AI training in the state around that infrastructure .
AI is abig partof Meta ’s substructure roadmap . But beyond that , India is a huge grocery for Meta , topping estimates as the country with the most users by far on Facebook ( more than 375 million user ) , Instagram ( 363 million ) , and WhatsApp ( 536 million ) and those consumers are proving to be very enthusiastic for newer features like itsAI peter . With robustinvestmentsbeing made into the data substance market place in the body politic , India still has a lot of emergence potential , so these facts alone make it logical to have India as a landing place point in the procedure .
source close to the project tell apart us that it ’s too shortly to say whether AI is part of the par for Meta in this projection , discover it as part of the “ long tail ” of thoughtfulness and possibilities , along with whether Meta would unfold capacity to other users alongside itself .
Meta declined to point out for this article .
